Rates Jumped. Here's What That Actually Means for San Joaquin County and Amador

If you've been watching mortgage rates, last week wasn't exactly the kind of news buyers were hoping for. Freddie Mac reported that the average 30-year fixed mortgage rate climbed to 7.28% on October 1, up from 7.03% the previous week. One year ago, it averaged 6.34%. The 15-year fixed also increased, reaching 6.60%, up from 6.42% the previous week. Keep in mind that Freddie Mac's survey reflects conventional, conforming purchase loans for borrowers with excellent credit and 20% down, so an individual buyer's actual rate can be different.
Here in San Joaquin County, however, higher borrowing costs haven't translated into a market where buyers suddenly have all the leverage. Realtor.com's September data for the Stockton-Lodi metro showed 1,415 active listings, down 1.3% from a year earlier, while new listings fell 11.8% year over year. The median list price was $585,000, down 1.6% from last September, and 23.3% of active listings had experienced a price reduction. Homes spent a median 53 days on the market, 4.5% fewer days than a year earlier.
That's an interesting combination: fewer homes to choose from, more price reductions on the homes that are available, and properties still moving faster than they did last year.
The individual cities tell an even more important story. September data shows Stockton with 1,030 active listings, a $449,500 median sold price and 51 median days on market. Lathrop had 273 active listings, up 31.91% year over year, with a $649,848 median sold price and 50 median days on market.
Meanwhile, Elk Grove had 579 active listings, a $630,000 median sold price and 36 median days on market. Galt had 288 active listings, a $550,000 median sold price and 42 median days on market. Rancho Murieta had 80 active listings, a $616,000 median sold price and 61 median days on market.
Amador County continues to move at a different pace. September Realtor.com data shows 541 properties for sale countywide, a $499,000 median listing price and 73 median days on market. Homes sold for an average 2.78% below asking price, with a 97% sale-to-list ratio.
In Ione, September property data shows 82 active listings, a $499,450 median listing price and an average 53 days on market. The most recent Redfin closed-sales data, covering the three months ending in August, reported Ione's median sale price at $504,166, down 5.5% year over year, while 29 homes sold, up 30.5%. Jackson's comparable Redfin median was $464,667, up 4.4%, with 14 sales.
Because Ione and Jackson have relatively small transaction counts, changes in the types and price ranges of homes selling can move their medians significantly.
That's an important distinction whenever we talk about “home prices.” A median sale price tells us the midpoint of the homes that sold during a particular period; it does not track the value of the same house over time. Repeat-sales indexes such as FHFA and Case-Shiller use a different methodology.
So when Lathrop's September median sold price is down 0.79% year over year while Stockton's is up 4.78%, we should not conclude that every Lathrop homeowner lost 0.79% or every Stockton homeowner gained 4.78%. The numbers tell us about the mix of homes changing hands and overall market conditions, not what one specific house is worth.
For buyers and sellers, this week's message is simple: don't let one national headline make a local decision for you.
Buyers are dealing with a 7.28% national benchmark mortgage rate, but there are also markets where sellers are making price adjustments and homes are selling below asking. Sellers, meanwhile, shouldn't mistake limited inventory for permission to overprice, 23.3% of Stockton-Lodi listings had a price reduction in September.
The opportunities are still there, but they're becoming increasingly specific to the neighborhood, property, price range and financing strategy. That's why now, perhaps more than ever, good real estate decisions start with good local information.
